One action whose exact interpretation result returns to its live source.

ActionItem determines the complete result. An implementation selects only the actor receiving it, so an action cannot discard a rejected or unattempted value or reinterpret its status. Bombay admits the exact input through SourceAdmission or keeps it in lifecycle custody.
