A pure logical actor-address namespace.

An address names a transport or resolution domain. It does not allocate an actor and it does not prove that an actor is installed. Fresh allocation is interpreter-owned; the creator-local Address::Nonce is correlation evidence only and is deliberately not convertible into an address here.
