RecoveryTicketsExhausted

The supervisor cannot issue another non-reused recovery ticket.

RestartTimersExhausted

The supervisor cannot issue another non-reused restart-timer identity.

RestartLimitReached

The active inclusive-window charge plus this request exceeds the limit.
