One policy observation returned with its concrete rejection reason.

The policy consumes an observation only on acceptance. Rejection transfers that exact owned value back to Router, which retains it in RouterError::Policy while discarding the uncommitted policy candidate.

Concrete reason the policy rejected that observation.
