Requests interpreted by the runtime local to the emitting actor.

The request itself is interpreted by the runtime local to the emitting actor. A request may carry a separate typed logical or exact destination; its InterpreterRequest::LogicalProtocols reports any possible logical destination. This lane keeps ordinary deliveries and interpreter operations statically distinct.
