This behavior may emit births of C whose exact settlements remain in runtime custody until actor retirement.

Unlike Births, this mode does not return a creation settlement as a later input to the live creator. It is the deliberate policy for actors whose terminal owner, rather than another behavior transition, must retain every authoritative creation result.
